E-RATE FUNDING
Is Your Funding In Jeopardy?

Please review the information below to ensure that your funding doesn't get held up or withdrawn.

The Schools and Libraries Division (eRate) has started sending out funding notices for Year 7 funding. Along with the funding notifications was a "Reminders Sheet" that outlined areas of concern that all eRate participants should be aware of, and should respond to with corrections if necessary.

1
Once you have had an opportunity to update your Tech Plan and we have received notification from the SLD of continued funding for 2004-2005, SNDLC will send out your completed Form 486.

When you receive your completed Form 486, make sure that you immediately review, sign, and return the form to the address listed on the signature sheet. These forms are dated materials. If you miss the deadline for returning them, you could see a reduction in the amount of funding that your school receives.

The Form 486 must be postmarked no later than 120 days after the Service Start Date of July 1, 2004, or no later than 120 days after the date of the Funding Commitment Decision Letter, whichever is later.

2
You must be in compliance with the Children's Internet Protection ACT (CIPA). This shouldn't be a concern as long as you don't turn off the Internet content filter.

3
You are required to have an updated Technology Plan. That plan must be certified by NDE. Please retain a copy of the email that you received from NDE stating that your plan was certified.

As of April 30, 2004, you are also required to have budget amounts for 2004-2005 included in your Technology Plan. Those dollar amounts must match or exceed the amount budgeted for services for which you are requesting discounts.

The omission of 2004-2005 budget information on the Technology Plan was found when a Schools and Libraries Division compliance person requested a copy of the Technology Plan for a member school. She would not approve their funding request until she could verify that the dollar amount being requested was in the year 2004-2005 slot, and that the amount either matched or exceeded the amount of money being requested for discounts.

To avoid any misunderstandings regarding budgets, SNDLC suggests that you review all budget areas to ensure that those numbers represent budget amounts for 2004-2005.

WHAT YOU NEED TO DO:

  • Log into the NDE Technology Plan site at http://edweblab.unl.edu/usf/

  • Bring up your plan

  • Go to Part C: Telecommunications (External Connections)

  • Enter the dollar amount budgeted for High-Bandwidth Connections

Include both the cost of the Internet connection provided by ESU 6, and the amount paid to Galaxy/DFS for 100Mbps Wide Area Network service. You could have a budget of $24,148 or $26,972. Both of the amounts include a dollar amount to cover the Nebraska eRate.

    A
ny amounts over that would reflect other connections within your school, such as a connection to an elementary site.

SNDLC strongly suggests that each school review their entire Technology Plan carefully. The Schools and Libraries compliance staff is doing spot checks, and the next one could be YOU!
